We would like to be notified when a Tinxy smart switch is powered on post power cut . However the internet router will be also rebooted in this scenario. Do we have option to send device notifications after a delay (example notify after 5 minutes if Tinxy is powered on)?

Usually if notification is on , you would get notified “restore state has turn on the device”
To prevent router restart it’s good to invest in router ups.
I have setup the notifications and we get the for the devices that are behind the ups. I was exploring any delayed notifications is possible. I got you, I will setup the router ups. Thanks Mohit.
